Course overview

Nobel Group delivers civil-defence training for three groups of participants. Management is responsible for organising measures, planning and command. The personnel of civil-protection formations prepare to act as part of a formation. Other employees learn what to do on a warning signal and how to protect themselves. The volume and frequency of training differ in each case and follow the organisation's civil-defence category and the participants' functions. The three programmes are set out below: identify the group your employees belong to and contact us, and we will match the programme and agree its volume.

Entry requirements

No prior training is required. Group composition and training volume are agreed according to the organisation's civil-defence category and the participants' roles.

Programme levels

Levels 1 to 3 are used by Nobel Group to separate the programmes by participant category. The regulations classify training by the participants' functions and status.

Level 1

Civil Defence Training for Management

Training for managers and those responsible for organising civil-defence measures: legal framework, planning, command and protection of personnel.

The volume of training follows the organisation's civil-defence category and the participants' roles: the official programme provides for topics to be set according to the category of trainee.

Level 2

Civil Protection Formation Personnel Training

Training for the personnel of civil-protection formations at their place of work. The official programme sets 40 academic hours, and training is planned and conducted annually.

Duration

40 academic hours

Regulatory basis

The official programme sets a total of 40 academic hours: 38 hours of instruction and 2 hours of final testing. Training of formation personnel is planned and conducted annually at the place of work, in organisations both assigned and not assigned a civil-defence category.

Civil Protection Training for General Staff

Training for employees who are not part of a civil-protection formation: warning signals, actions in an emergency, evacuation and personal protection.

  • Employees who are not part of a civil-protection formation
  • Staff of organisations assigned a civil-defence category
  • Staff of organisations without a category, trained through exercises and drills
  • New employees, as part of civil-protection induction

Regulatory basis

The arrangement differs by the organisation's category: for workers of organisations assigned a civil-defence category the rules provide for annual training under the approved programme at the place of work; for organisations not assigned a category, participation in exercises and drills.

The Law of the Republic of Kazakhstan "On Civil Protection"; the training programme for heads, specialists of civil-protection management bodies and forces, and for public education, approved by Order No. 235 of the Minister for Emergency Situations of 20 May 2014; the Rules on informing, promoting knowledge and training the population and specialists in civil protection, approved by Order No. 494 of the Minister of Internal Affairs of 2 July 2020; the Rules on the creation, maintenance, logistical support, preparation and deployment of civil-protection formations.

Frequently asked questions

Which level suits our employees?
Level 1 is for those responsible for organising civil defence. Level 2 is for employees assigned to civil-protection formations. Level 3 is for everyone else. Where an organisation has all three groups, the programmes are agreed separately for each.
Why is a single duration not given for the whole course?
Because there is not one. The official programme sets 40 academic hours for the training of formation personnel and for organisations assigned a civil-defence category; in other cases the topics and volume are formed according to the category of trainee. Publishing a single figure for everyone would be wrong.
